Mason & Hanger provided engineering design for a new Level II, 215,064 SF, 400-cell medium security facility for the Navy in Chesapeake, Virginia. The complex includes general and special confinement housing, berthing, administrative areas, entry lobby, visiting and staff areas, armory, kitchen and dining areas, social services, religious and library areas, medical and dental facilities, storage spaces, educational and vocational training spaces, day rooms, a barber shop, mail room, industrial laundry area, commissary issue room, a gymnasium, outdoor recreation areas with guard towers, maintenance shops, hazardous material storage, and perimeter security fencing.

A geothermal ground-source heat pump HVAC system and a water-to-water heat exchanger to preheat domestic hot water are among the energy saving strategies employed. In accordance with the Energy Policy Act, energy usage is estimated to be reduced by 30%. The project received LEED Silver certification.
