Most of the defense production facilities in the United States were designed and constructed after the start of World War II. At more than 70 to 80 years old, many of them are aging and in desperate need of modernization. In 2022, the world was awakened to the threats that might be around them after the Russians invaded Ukraine. We had limited stockpiles, capacity to produce new munitions, and needed to direct greater attention on creating the capacity we needed not only to defend ourselves, but also our friends and allies around the world.
